Abstract
This study examines the relationship between agriculture and nature conservation organizations in Switzerland.
It focuses on the “Hare & Co Action” initiative, launched in 2019 by several cantonal and regional chapters of Pro Natura, Switzerland’s leading environmental organization in terms of network, funding, and expertise.
The Hare & Co Action aims to promote biodiversity on farmland. The initiative is implemented jointly in the Jura, Bernese Jura, and Neuchâtel regions, where Pro Natura proposes several lines of action, notably the revitalization of wetlands. The study focuses on two of these revitalization projects.
The case studies have shown that Pro Natura has taken on a role tailored to the agri-environmental assemblages in which it operates. These revitalization projects have been shaped by a combination of the legal frameworks governing wetlands, the historical and geographical features of the habitats, and the characteristics of the stakeholders with whom it collaborates.
The case studies highlighted various forms of intermediary work carried out within agri-environmental projects, which helped maintain cohesion among the different collaborating parties. The ecological diplomacy demonstrated by a Pro Natura employee stood out as a factor that helped build trust within a more delicate agri-environmental arrangement.
In these wetland restoration projects involving numerous stakeholders, several individuals and institutions helped shape the restoration plan based on their institution’s specific perspective and/or their personal views. The priorities of a cantonal institution, as well as the private interests of an individual, may have influenced the conditions for revitalizing the wetlands under study.
