    Mandatsbesetzung in der Schweizer Lokalpolitik. Über die Suche nach "geeigneten Mandatsträgern" und den Zugang von "Personen mit Migrationshintergrund" zu Mandaten im lokalen politischen und zivilgesellschaftlichen Feld einer schweizer Gemeinde

    Zusammenfassung In dieser empirischen Arbeit wird die lokalpolitische und zivilgesellschaftliche Mandatsbesetzung in der Schweiz auf kommunaler Ebene untersucht. Sie erfasst, wie die Mandate in der Politik (Gemeinderats-, Parlaments- und Kommissionssitze), als auch Funktionen innerhalb der Parteien und weiteren Vereine (Vorstandssitze) besetzt werden und welchen Zugang „Personen mit Migrationshintergrund“ zu entsprechenden Positionen haben. Die Forschungsfrage lautet: „Welchen Zugang haben „Personen mit Migrationshintergrund“ zu Miliz- und Ehrenämtern in Schweizer Gemeinden im Rahmen bestehender, informeller Rekrutierungsprozesse?“. In Anlehnung an eine ethnomethodologische Herangehensweise steht die detaillierte Beschreibung der informellen Prozesse der Mandatsbesetzung aus dem Praxisalltag und in der Folge die Herausarbeitung der bestehenden Ein- und Ausschlussmechanismen im Vordergrund. Dabei wird auf die zentrale Rolle einiger weniger Personen im Feld - insbesondere der Personen im Präsidium lokaler Parteien - und damit auch auf die Rolle der Parteien als Gatekeeper aufmerksam gemacht. Ein weiterer Beitrag besteht in der Darstellung der bestehenden Vorstellungen bezüglich eines „geeigneten“ oder „idealen Mandatsträgers“ und der Berücksichtigung von „Personen mit Migrationshintergrund“. So wird argumentiert, dass zur Besetzung der lokalpolitischen und vereinsinternen Mandate „Bürger“ gesucht werden, jedoch im Feld verschiedene Ansichten darüber bestehen, inwiefern „Personen mit Migrationshintergrund“ dieser Vorstellung entsprechen. In diesem Zusammenhang wird ausserdem dargestellt, welche verschiedenen Rollen den „Mandatsträgern mit Migrationshintergrund“ im Feld offenstehen. Auf dieser Grundlage kommt die Studie zum Schluss, dass aufgrund der Zuschreibung von „Migrationshintergrund“ ein ungleicher Zugang zu Mandaten im lokalen politischen und zivilgesellschaftlichen Feld unter Schweizer Bürgern besteht. Damit wird auf eine politische Ungleichheit und somit auf ein demokratisches Defizit aufmerksam gemacht. Die Analyse genannter Prozesse der Mandatsbesetzung basiert auf einer empirischen Untersuchung in einer Schweizer Gemeinde (2013-2014). Dazu wurde eine quantitative Vollerhebung der lokalpolitisch- und zivilgesellschaftlich aktiven Mandatsträger aufgrund eines Kurzfragebogens durchgeführt. Anschliessend wurden 16 lokale Mandatsträger interviewt. Es handelt sich dabei um qualitative Leitfadeninterviews in Anlehnung an das problemzentrierte Interview, welche jeweils mit einem „Process-Net-Map“ ergänzt wurden. Aufgrund der schriftlichen Transkripte wurden die Interviews in Anlehnung an eine rekonstruktiv-hermeneutische Vorgehensweise analysiert. Executive Summary This empirical study examines how local political and civic mandates are filled in Switzerland at the municipal level. It describes recruiting and selection procedures regarding mandates in politics (seats in municipal councils, parliaments and commissions), as well as functions within parties and other associations (board seats) and the kind of access "persons with migration background" have to corresponding positions. The research question is: "What access do "persons with migration background" have to political and civic mandates in Swiss municipalities within existing, informal recruitment processes?" In accordance with an ethnomethodological approach, this work focuses on a detailed description of the informal processes of mandate appointment in everyday practice and subsequently on the elaboration of existing inclusion and exclusion mechanisms. Attention is drawn to the central role played by a few individuals in the field - especially presidents of local parties – and thus to the role of parties as gatekeepers. Another contribution consists in the presentation of existing ideas regarding a "suitable" or "ideal candidate" and the consideration of "persons with migration background". It is argued that "citizens" are sought to fill local political and association mandates, but that there are different views in the field about the extent to which "persons with migration background" correspond to this conception of a candidate. In this context, it is also presented which different roles are open to "candidates with migration background". On this basis, the study concludes that due to the attribution of "migration background", there is unequal access to mandates in the local political and civic field among Swiss citizens. This draws attention to a political inequality and thus to a democratic deficiency. The analysis of the aforementioned processes is based on an empirical study in a Swiss municipality (2013-2014). For this purpose, a quantitative full survey of active political and civic mandate holders was conducted based on a short questionnaire. Subsequently, 16 local mandate holders were interviewed. These were guided qualitative interviews based on the problem-centered interview, each of which was supplemented with a "process net map". Based on the written transcripts, the interviews were analyzed using a reconstructive-hermeneutic approach. Résumé exécutif Ce travail empirique étudie l'attribution des mandats politiques et civils en Suisse au niveau communal. Il décrit les procédures de recrutement des mandats politiques (sièges au Conseil communal, au Parlement et aux commissions) et des fonctions au sein des partis et autres associations (sièges au comité), ainsi que l'accès des « personnes issues de la migration » aux postes correspondants. La question de recherche est la suivante : « Quel est l'accès des "personnes issues de la migration" aux postes de milice et fonctions bénévoles dans les communes suisses dans le cadre des processus de recrutement informels existants ? ». En s'inspirant d'une approche ethnométhodologique, l'accent est mis sur la description détaillée des processus informels issus de la pratique quotidienne et, par la suite, sur la mise en évidence des mécanismes d'inclusion et d'exclusion existants. L'attention est portée sur le rôle central joué par un nombre réduit de personnes sur le terrain pour l’accès aux mandats – notamment les personnes qui président les partis locaux – et donc sur le rôle des partis en tant que gatekeepers. De plus, cette recherche discute les différentes idées concernant un « candidat approprié » ou « idéal » et dans quelle mesure les « personnes issues de la migration » sont inclues dans cette vision. Il est ainsi argumenté, que l'on recherche des « citoyens » pour occuper les mandats politiques et associatifs locaux, mais qu'il existe des différences concernant la considération des « personnes issues de la migration. Dans ce contexte, l'étude présente en outre les différents rôles ouverts aux « candidats issus de l'immigration » sur le terrain. Sur cette base, l'étude conclut qu'en raison de la catégorisation en tant que « personne issu de la migration », il existe une inégalité d'accès aux mandats dans le champ politique et associatif local parmi les citoyens suisses. Elle attire ainsi l'attention sur une inégalité politique et donc sur un déficit démocratique. L'analyse se base sur une étude empirique dans une commune suisse (2013-2014). Pour ce faire, un recensement quantitatif complet des élus actifs dans la politique locale et les associations locales a été réalisé sur la base d'un questionnaire succinct. Ensuite, 16 élus locaux ont été interviewés. Il s'agit d'entretiens qualitatifs guidés sur le modèle de l'entretien centré sur le problème, qui ont été complétés à chaque fois par un process net map. Sur la base des transcriptions écrites, les interviews ont été analysées selon une approche reconstructive et herméneutique.
